
From 2019, Raul Rikk is the National Cyber Security Policy Director and leads the Estonian cyber security policy and strategy development and implementation.
He is the founder of the National Cyber Security Index www.ncsi.ega.ee
Previously he worked as the Director of National Cyber Security Programme at the e-Governance Academy and was engaged in digital society, e-governance and strategic cyber security capacity building in many countries and international programmes.
Raul Rikk was one of the founders of the NATO Cooperative Cyber Defence Centre of Excellence in Tallinn, leading its establishment in 2004-2008. He has worked in the field of national defence and security since 1994. He has been part of the Estonian Cyber Security Strategy Working Group since the beginning in 2007.
Raul holds a Master’s degree in Military Science from the Finnish National Defence University and a Master’s degree in Management of Information Technology from Tallinn University. He is also a graduate of the US Army Command and General Staff College.
